Can i walk with a gun on my local river bank that does not have public right of way? who does the bank belong to is it the local drainage company?

The land will belong to the land owner. It could be a farmer, council, utility company or anyone else.

If there is no right of way you cant walk there, gun or no gun. Indeed walking somewhere with a fire arm with out permission is treated as armed trespass and if stopped by the police could lead to your SGC being revoked.

I would establish ownership and then seek permission.
