Dont know the exact details for this one, but in answer to your questions, Yes, you can shoot crows etc with a 22lr, I'd say if your confident, a max of 50 yards is fine, maybe more.
As for cost, a new Ruger 10/22 semi auto is about the £190 +/- mark, although I'd go for the Remmington or only use CCI rounds in a Ruger
