help dog wont leave other dogs alone

I have a black lab dog that works well in the field if there are no other dogs or bitches within 100 yards. if there are he has to say hallo and wont come back for about 20 30 seconds I have tried spray and static collars, water pistol, stone shaker and tip bits on the lead and off the lead given commands like leave, sit and stay just before he would run off, on the lead he pulls and stands up right. nothing seems to work. these commands he does straight away at any other time and his recall is very good to.
