I have been investigating the same thing for a little while now. Have now tried to slow down a bit until my licence comes through.

From my research so far:

2nd hand guns are fine, assuming they have been looked after
Budget, is really up to you, also in general over and unders seem to be more expensive than semi autos. But I think most people in general prefer over unders.
It will also depend a bit on what sort of shooting you will be doing i.e. sporting clays or game shooting?
